This video was taken from an upstairs security camera at one of Roger's bars. They are customers (and one manager on a broom) who thought they were only being seen by their friends downstairs watching on a monitor located behind the bar. In the video you will see more than one person in the room at the same time, but in the actual video there is only one at any given time.
